POSITION SUMMARY Purpose This position is mainly responsible for permitting compliance for Production and Cylinder Operations; developing and implementing permitting strategies to support new business development; identifying and assessing emerging legislative and regulatory issues that can impact permitting compliance. Nature and Scope The incumbent will work closely with the Production and Cylinder Operations Organization as the Business Area representatives to maintain operation compliance, develop and implement effective permitting strategies for the sub-region. The incumbent must work effectively in an atmosphere of ongoing changes to our portfolio of businesses, increases in regulatory requirements, and expansion of the company’s operations in areas with limited permitting experience and expertise. This position will be required to effectively interface across a wide range of internal organizations, including, Senior Management, Business Areas, Operations, Engineering, Purchasing, Legal, Real Estate, and Government Relations. This position will also be required to effectively interface with external organizations, including consultants, contractors, vendors, agencies, and trade associations. PRINCIPAL ACCOUNTABILITIES 1. Develop and implement effective strategies and work processes of permitting for Operations to effectively manage and administer existing permits requirements. Apply for, negotiate and obtain necessary permits and approvals required by Operations. 2. Identities and analyzes complex permitting laws and regulations to determine impact to businesses and operations. Interpret permitting regulatory requirements, develop permitting compliance matrices, provide initial compliance matrix training to Operations and provide ongoing compliance support and training. 3. Identify and assess emerging permitting issues and regulations that can impact Air Products operations, services, products, and permitting strategies. Participate, as needed, in trade organizations and interface with various agencies to advocate regulatory changes, where appropriate. 4. Understands regulatory and legislative rulemaking processes and prepares comments to regulatory agencies. 5. With superintendent’s instruction, provide permitting support or consultant to project management. 6. Coordinate Environmental Site Assessments activity at properties and operations that are part of pending acquisitions and divestitures to identify and assess permitting risks before deal closing. JOB REQUIREMENTS ● BS plus minimum of 5 years’ experience or equivalent demonstrated competency ● Understands typical application and capabilities of complex permitting practices ● Effectively communicate objectives, plans, and able to debate conceptual point ● Prepares and directs the preparation of permit applications. ● Organizes and delivers effective presentations. ● Able to resolve conflict within team and redirect team priorities. ● Effectively employs group and individual problem solving skills.
