Reporting to the Change Director and working collaboratively with the Change and Training Leads, the Senior Communications Lead primary responsibilities will be creating and implementing communications strategies and plans that are fit for purpose and maximise the department’s circa 130,000 employee usage of HR self-service, ensure proactive engagement with new Human Capital Management services, shift towards a culture of greater self-sufficiency and ownership, and minimises resistance to change that impact employees.

The role requires an understanding of change and effective communications to move stakeholders through awareness, understanding, buy-in and commitment in large scale and complex transformation programs. The successful candidate will demonstrate how communications effectively supports business and other delivery teams by integrating communication activities into their respective plans.

The role will consist of key change and communications responsibilities, including:

  • Form strategic partnerships with Employee Engagement and Communications, HR, IR, Shared Services, IT and program teams to deliver consolidated communication strategies and plans across a program in order to deliver quantifiable business outcomes through effective communications.
  • Design, Develop and implement the communications strategy for the Program and associated delivery mechanisms.
  • Have operational accountability for developing and managing the consistent delivery of the Communications Plan on time, within budget and to appropriate quality standards.
  • Lead communication activities that include communication channel assessment, integrate communication activities into delivery plans, create communications calendar, create actionable deliverables, manage program intranet and feedback loops, assess communication effectiveness, report against measures of success and incorporate lessons learnt into future communications.
  • Understanding key stakeholder communication requirements and building effective communication tools to deliver fit for purpose messages.
  • Proactively identify, investigate and manage communication issues and gaps.
  • Ensure aligned communications and best practices are integrated across the team and the broader leadership group.
  • Coach and upskill (for alignment) across all messaging to maintain best practice and highest possible communication standards.
  • Working with key Directors and Managers within the program.
  • Creating communications strategies, plans and deliverables that satisfy government policy such as accessibility requirements.
  • Other duties as required.

Relevant Experience and Qualifications

  • 10+ years’ experience of developing communications strategies and complex multi-stakeholder communications.
  • Experience working on large-scale implementation or change management programs, preferably with a HR or technical change focus.
  • Devising key communications and communications tools.
  • Developing a diverse range of complex and detailed strategic and deployment communications.
  • Developing and managing stakeholder engagement activities and plans.
  • Ability to foster successful stakeholder relationships and exercise judgement in an environment of rapidly changing priorities and tight deadlines.
  • The ability to provide advice on the most creative, efficient and effective change communications methods to suit change and business requirements working across multiple channels.
  • Proven success working with business and project stakeholders to produce easy-to-understand and memorable messaging.
  • Experience translating complex technical issues into straightforward language that can be understood by non-technical stakeholders.
  • Experience measuring employee engagement and the effectiveness of communications campaigns.
  • The capacity to identify and report on any matters relating to change, communication, business readiness or stakeholder risks and issues.

  • Effective stakeholder engagement to drive advocacy throughout channels, teams and working groups

  • Excellent communication skills to influence and achieve positive outcomes
  • Excellent mentorship and technical coaching to maintain visual standards across the team
  • Lateral and creative thinking with the ability to conceptualise how messaging can creatively reach the intended audience
  • Excellent technical communication and design skills across multiple platforms and mediums
  • Expertise in channel communications and channel enablement and engagement
  • Minimum education requirement:
  • A degree within a relevant field
