Your new Department

This federal government is providing new, national approach to delivering support to people with disability and their families and carers. It started its work in 2013 and is currently rolling out in stages across the country.

Your new role

Reporting into the EL 2 – Director, Market Enablement, you will be part of the Team, which is a functional unit of the Market Enablement Branch.

The role of the Market Enablement team is to support the development and implementation of the NDIA’s market stewardship role, specifically:

  • Policy and strategy development and implementation including engagement with state and territory governments and the Department of Social Services;
  • Establish and implement a local area market monitoring strategy;
  • Support and coordinate NDIA response to significant provider exits;
  • Oversee and implement Market Readiness Working Arrangements with state and territory governments and the Department of Social Services;
  • Develop, test and establish local market signalling in response to evidence of local market undersupply; and
  • Contribute and lead the development and improvement of national market stewardship and market enablement issues

The position will undertake data analytics activities to accelerate the market supply responses, identify and manage short-term market risks, engage with existing and potential new providers and understand their challenges in transitioning to the NDIS and source, interpret and communicate data and analysis to support decision making.

You will engage with state and territory governments during transition to full NDIS as well as other Commonwealth agencies (in particular, the Department of Social Services) in order to respond to and be consistent with national and jurisdictional level market issues and risks. The senior Manager will lead a new team of analysts, providing strategic advice and regular reporting to the Division to support problem solving.

Your roles responsibilities:

Lead, manage and support the development of key strategic outputs and contribute to the completion and timely delivery of associated programs of work, such as:

  • Identify and monitor risks, develop mitigation strategies and escalate issues as appropriate.
  • Perform independent research and analysis to develop innovative solutions. o Drafting of papers and operational policy documents for the Board, Committees and Executive Management o Provide specialist advice, procedural guidance and business intelligence around market stewardship matters
  • Develop and maintain strong working relationships with key internal stakeholders and collaborative relationships with external stakeholders.
  • Contribute to Divisional corporate responsibilities including Ministerial Submissions, QTBs, Senate Estimates Briefs and correspondence.
  • Represent the Branch on internal working groups and represent the NDIA in meetings and negotiations with other government and non-government entities.

  • Supervision/coaching experience.
  • Ability to lead a multi-disciplinary team, including developing staff and managing performance, and adapt quickly to a changing environment.
  • Positive contemporary attitudes to people with disability.
