Our client, a leader in the education sector, requires the temporary services (9 months) of a BI Data Architect who will define, implement and manage data structures.

This position is responsible for designing the BI environment for the new HRMS SaaS implementation to fit within the existing Student Information System (SIS) and Financial Information System (FIS) BI model. The BI Architect will be a focal point for understanding HR data from a corporate perspective so it can be understood with uniformity across the college.

The role will support the HRMS project in building new data sets and data structures as required, and for designing how they with integrate with existing SIS and FIS data sets. They will be a critical interface with operations, client and technical personnel to ensure the integrity of the BI environment.

1. HRMS BI Data Architect – (80 % work activity) allocated time per week:

o Work with functional teams to validate requirements and translate those requirements as provided by the function teams into BI technical specifications. Follow BI development best practices, and report issues and BI development constraints to project leaders.

o Define BI technical architecture and processes for HRMS based on current Oracle ODS and Cognos environments that include; operations, technical architecture, network requirements, server requirements and client configurations.

o Balance the current and future needs in both design, content and capacity by creating practical and innovative solutions. Resolve semantic discrepancies in data definitions between multiple data sources and projects.

o Design and develop ETL technical architecture and determine the optimal approach for obtaining data from diverse source system platforms and make that data available for presentation layer analysis. Focus on high-level information repositories and information flows that meet the requirements of business strategies and business processes.

o Set Information Architecture standards and methodologies and create the strategic requirements, principles, models and designs that strengthen the capability for sharing such information. Lead the design of information architecture across multiple data types and established the rules for describing and completing data valuation process for data objects.

o Strategic thinking, examine issues and create plans with a long-term perspective, generate ideas and critically evaluate future scenarios.

2. HRMS PMO Team participation and communications – (10 % work activity) support the Technical
Lead and sub team leads by:

o Must be able to work with Agile/Scrum project methodology and collaborate on reporting status, issues, risks and benefits. Using both ITS and HR standards and tools to deliver technical artifacts to the project and estimate the project work effort, time and external dependencies for the completion of design and development of tasks/deliverables.

o Participate in Enterprise Architecture Governance process development and promote those processes to the organization.

o Lead technical and business discussions relative to future BI enterprise direction and align architecture strategy with institutional goals.

o Develop, communicate and maintain BI data architecture, ecosystem policies, standards, guidelines, data dictionaries, Meta data standards, elements, naming standards and procedures. Support architectural disciplines and champions architectural initiatives.

o Work with the business groups and technical teams to develop and maintain data warehouse platforms for BI reporting and define and develop the business unit style standards and design practices for HRMS internal and external platforms.

3. HRMS BI Architect Business and Change Processes – (10 % work activity) support the HRMS
business and change process by:

o Engage business clients to define BI strategizing and prioritizing to ensure that BI Analytics is able to meet the need for timely and relevant data reporting. Review existing business procedures and establish metrics to improve business processes and gain consensus on common business data definitions.

o Improve business performance through the development of master data management, metadata management, content management, data interoperability, analytics, data integration and related information infrastructure components.

o Identify and act upon opportunities for continuous improvement, alternative approaches and organizational learning. Demonstrate personal commitment to change, lead the planning and implementation of change to BI / Analytics processes.

Duties:
1. Create a framework for representing the data elements, including entities, relationships, attributes and consolidate a business view of data.

2. Create user scenarios, prepares data models, designs information structure, work and data flow and navigation. Identify and resolve conflicts between data models to ensure they are consistent with the client's ecosystem model.

4. Create the ecosystem models (conceptual, logical, and canonical) required for supporting services and enterprise BI data architecture by creating practical and innovative solutions. Investigate and evaluate emerging BI technologies and provide recommendations of appropriate technologies for BI/Analytics projects.

5. Understanding of the overall HRMS solution within the context of integrating to an existing ERP solution - Banner (Finance and Student).

6. Identify user’s requirements by researching and analysing user needs, preferences, objectives, working methods and determines how users consume content.

7. Complete and execute knowledge transfer and sustainment plans to ensure HR and ITS department are able to support the HRMS solution and processes.

8. Design and build ETL processes at the project level and estimate capacity to meet near and long term processing requirements by working with DBA staff and systems operations staff.

9. Communicating to and soliciting information from a variety of technical and functional experts.

10. Attend, participate and/or lead meetings and discussions, particularly those that will have a high disruption factor to the community of users.

11. Maintain and/or contribute to the technical aspects of the overall project plan throughout the course of the project. Identify and manage BI dependencies, job scheduling and cycle management and enforce technical standards for the delivery of the project.

12. Design, test and maintain systems and application programs with data warehousing and BI platforms and collaborate with BI specialists and developers for successful of BI reporting and analysis solutions.

13. Coach Project BI / ETL specialists on data acquisition techniques, decision rules and hot to apply them.

14 . Provide BI Technical, architectural and testing guidance to project teams, ensuring that new initiatives enable effective data reporting.

15. Working with the Change Management Team, providing guidance and support of organizational change and communications based on the level of change impact/disruption of the HRMS system and/or dependent systems.

16. Participate in activities for materials development and training of the HRMS solution.

Requirements:
1. Bachelor degree in Computer Science, Information Systems, Computer Engineering, Systems Analysis or related field.

2. 10-15 years of IT and business/industry experience including architecture design and deployment.

3. 5+ years designing and implementing Enterprise Data Warehouse and Operational Data Store.

4. Hands-on data modeling experience with relational and dimensional data models as well as implementation experience in Data Warehouse and Operational Data Store experience.

5. Hands-on working experience with Cognos (preferably Cognos 11) architecture and toolkit including Cognos Security, Cognos Metadata Modeling (Framework Manager), Web portals, Report Studio, Query Studio, Dynamic Cube Designer etc.

6. Experience with Oracle ecosystems and development of database objects using Oracle SQL Developer or equivalent utilizing Data Definition language and Shell Scripts.

7. Experience with data transformation tools such as ODI, Informatica and Data Stage.

8. Strong analytical, technical, organizational, communication, interpersonal and customer services skills.

9. Must be able to adapt to a rapidly changing environment, execute many complex tasks simultaneously, anticipate business needs and think with a business owner mind set.

10. Must be able to work efficiently with minimal supervision.

11. Knowledge in diverse and emerging BI technologies and new architecture to provide appropriate recommendation for future BI development and strategy.
