ICS/EMS Engineering Specialist

Summary

Our client is entering the first stages of the RFP process for their Energy Management System (EMS). The first stage will include an analysis on the current systems, including the actual cost of ownership, the current functionality, the value this functionality provides, the supporting systems, and the underlying technologies. The initial objective is to take a 10 year look back of the current EMS systems to analysis the products, the projects, and upgrades they have completed to improve and sustain the EMS infrastructure. Using this information our client will develop a plan for their EMS and related systems.

Responsibilities
· Assess the current EMS and develop technical requirements based on the current infrastructure.
o Document the purpose of our client's EMS
o Document each applications function, value, and requirement
o Document all supporting systems function and how they support the EMS
· Develop a report showing the growth of the EMS network over the last 10 years.
o Document the system growth, both infrastructure and data
o Document the functional improvements we have implemented and the technologies associated with each improvement
o Document the software and hardware upgrades we have completed
· Complete a cost analysis for the sustainment of our client's EMS over the last 10 years. Including;
o EMS licenses and support
o Third Party license and support
o Staffing analysis
o Hardware and software upgrades
· Create a 10 year plan by;
o Creating the technical and financial requirements for the EMS and its related infrastructure
o Engage with the current vendor to assess the product plan for the next 10 years
o Develop a hardware technology roadmap
o Assess which functional improvements we foresee implementing
o Assess the third party software roadmap
· Create a matrix to assess the value of going to RFP versus negotiating with the current vendor

Qualifications
• Bachelor's degree in Electrical Engineering, registered as a Professional Engineer with APEGA or other Canadian Professional Engineering Association
• Senior Project Manager with Project Management Professional (PMP) designation
• Certifications and experience in Change Management
• 3 years’ experience in creating RFI’s and RFP’s for Industrial Control Systems (ICS)
• 5 years’ experience in the utility industry
• Experience in regulatory control implementation (i.e. ARS CIP)
• Experience with the GE e-terra software suite of products
• Understanding of supporting software suites such as Microsoft OS, Tripwire, Solarwinds used for cyber security
• Advanced presentation and report writing skill in multiple software tools (i.e. PowerPoint, Excel, Word)
• Ability to take on the role of a Business Analysis (BA) and Technical Writer
