Contracts Manager

Location: Exeter

* Sourcing Strategy
* Ensure all key performance metrics and management outputs are reported to enable delivery partner analysis.
* Ensure the award of work is recorded with justifications so that the appropriate use of first, second and third tier delivery providers can be tracked where they offer the lowest cost option.
* Regularly report to the Commercial & Framework Manager on contract awards covering the adequacy of the processes being adopted, a critical appreciation of the value for money being achieved, and recommendations for improvements.
* Support effective contracts and contract management rigour whilst minimising bureaucracy. Improve contract documentation, letting and management, working closely with the Alliance, Commercial & Framework Manager and Cost Manager specialists.
* Performance management and reporting
* Develop and manage key contract performance indicators and a performance management system for continuous improvement. Implement the extension of open book processes, developing risk and cost reduction strategies, proposing targets and benchmarking achievement.
* Ensure that contract cost information is reviewed with the Commercial Manager so that the information is effectively shared within the business whilst ensuring that the latest unit costs data is applied to project packages.
* Develop expertise on the NEC suite of contracts as a key member of the Strategic Client's 'centre of excellence' in contract management. Manage the performance of the Alliance and other business contracts, maintaining a tight control of early warnings and compensation events via the change control process.
* Develop a packaging strategy adding particular value in the areas of contract definition and management within contracts, and the identification of resulting efficiencies.
* Ensure that contract risk registers are appropriate for the work procured and assigned correctly to the contracted parties. As work proceeds, ensure that risk sums are drawn down by agreement where events occur and at a rate proportional to the size of the event relative to the risk assessed.
* Support the Commercial & Framework Manager liaison with the Group Procurement Team to ensure that appropriate interfaces are maintained with other contractual arrangements within the business and to ensure that contract procurement complies with Company procedures at all times.
* Provide support and advice to the Commercial & Framework Manager and functional Management team as required


* Previous experience of Quantity Surveying and commercial role with broad experience in the water or similar capital intensive industry.
* Demonstrable track record of adding significant value.
* Extensive knowledge and experience of construction contracts and estimating
* Experience of delivering results through cross functional working.
