Randstad Technologies has been engaged on an Executive Search for the Chief Information Officer for Victorian State Emergency Services.

Victorian State Emergency Services (VICSES) is a volunteer based emergency services agency and are the lead support service for flood, storm, tsunami, earthquake and landslide emergency. They are also the largest road rescue network in Australia and have specialist volunteer teams that provide response to road accident and trauma incidents.

About the Role

This newly created role will report directly into the CEO. The Chief Information Officer will be an important member of the Executive Leadership Team and have responsibility for:

Providing vision, collaboration and leadership in the development, implementation and management of the Information and Technology (IT) Program, in alignment with the agency’s strategic goals, priorities and values.

You will also lead, manage and develop the multi year IT strategy and roadmap to drive delivery of IT Services, while fostering a culture of innovation within IT to ensure VICSES gets the right services at the right time and cost.

Leadership and Management

The CIO will provide leadership in developing and managing a team of 5 Direct Reports and an overall team of approximately 20 staff that covers Projects, Communications, IT infrastructure, Records Management and Applications. You will also have responsibility for new and existing contracts with vendors, suppliers and professional services organisations.

Project Management

Critical to this role is the ability to manage and deliver complex transformation activity including managing and implementing projects and applying governance, risk and compliance principles

Using Project Management governance to manage changes in scope, schedule and cost and to report project performance and status to the leadership team and board.

The CIO will have exceptional written and verbal communication skills and be able to deal with the board and senior executives as well as members of the team and internal and external customers.

  • Solid experience in developing and managing the implementation of IT strategic plans and roadmaps
  • Proven experience in building and leading IT teams
  • Excellent client facing and internal communications skills
  • Proven history of implementing and leading project and change transformation initiatives
  • A passion for ensuring the technology division is seen as a value add service
  • Able to deal with vendors and suppliers across infrastructure, applications, communications

Desirable:

Prior experience working within Government would be an advantage.
