Key Responsibilities

  • Develop, maintain and lead contemporary ICT operational framework to ensure best practice is achieved across the branch in all aspects of ICT service management, branch profile, service catalogue, contracts, vendor performance management and asset management.
  • Ensure business areas have an understanding of ICT contracts and the capability to report on performance of vendors to ensure the terms and conditions of those contracts are being adhered to. This includes ensuring all ICT contracts meet minimum standards to support the mitigation of financial, service delivery and/or unauthorised disclosure risk (risk management).
  • Ensure business areas manage the review and renewal process for all ICT contracts via the Contract Management System and ensure compliance with ’s procurement, asset management, asset valuation policies and financial accounting procedures.
  • Responsible for the overall management of ICT contracts for the branch including vendor management.
  • Plan, research and undertake procurement activities and negotiate contracts (including price tuning) in conjunction with relevant stakeholders to ensure cost-effective and efficient acquisition of ICT goods and services including budget management.
  • Maintain and promote knowledge of contemporary ICT best practice and industry trends to provide advice and training to business areas in relation to ICT operations.
  • Lead ICT operations in a multi-sourced environment (including As a Service) with particular focus on driving performance through the application of contractual service level agreements and key performance indicators to build capability within business areas. This includes monitoring and reporting on business satisfaction and fulfilment of service level agreement obligations to provide input to vendor performance improvement initiatives.
  • Develop, implement and refine procedures for contract management and administration (including contract management plans) to provide a consistent and sound basis for the engagement of external providers of ICT goods and services. This includes measurement criteria that align to business objectives and work with vendors to maintain and improve the levels of service.
  • Build and maintain collaborative and constructive relationships with internal and external stakeholders to provide leadership and direction regarding ICT operations which includes negotiating and resolving contractual issues and failure to meet contractual obligations.
  • Provide mentoring and coaching to upskill and empower team members to achieve team results and knowledge transfer.
  • Ensure a current awareness of relevant legislative developments that may impact on ICT service delivery are communicated and contribute to the development and communication of ICT governance including strategies (roadmap), policies, standards and operational plans.
  • Undertake special projects, research and analysis, benchmarking, collect data and investigate targeted emerging issues relevant to ICT operations.
  • Ensure personal safety and the safety of others by following policies and procedures, cooperating with all reasonable instructions and actively participating in all health & safety training and consultation.
  • Such other relevant duties as required from time to time which would generally fall within the scope of this position.

Key Requirements

Mandatory Requirements / Experience

  • Relevant tertiary qualification (such as Information Technology) and extensive relevant experience preferably for a large diverse organisation.
  • Demonstrated ability to manage ICT contracts (Queensland Information Technology Contracting (QITC) / Government Information Technology Contracting (GITC)).
  • Proven ability in legislative compliance, project management skills, and high level analytical capacity in the areas identified in the key responsibilities above.
  • Ability to lead, collaborate and inspire others to work effectively as a team and as effective business partners.
  • Strong interpersonal and written communication skills, with particular emphasis in the areas of consultation, advocacy, negotiation, staff management, conflict resolution and assertiveness in order to resolve issues and meet changing organisational needs.
  • Strong analytical and problem solving skills with the ability to initiate process improvements and innovative solutions.
  • Current “C Class” Drivers Licence is a continuing requirement of the position.

Desirable Requirements / Experience

  • Knowledge of Control Objectives for Information and Related Technologies (COBIT) and Information Technology Infrastructure Library (ITIL).
