Qualifications - Minimum four years post-admission or relevant experience, and admission to practice as a lawyer of the Supreme Court of Victoria

Key accountabilities

  • Provide within limited time constraints authoritative written and verbal advice to Director, Licensing and staff on the relevant legislation (Victorian Commission for Gambling and Liquor Regulation Act 2011, Gambling Regulation Act 2003, Casino Control Act 1991 and other related gaming legislation, and Liquor Control Reform Act 1998), regulations and major licences and agreements.
  • Provide other legal advice in a range of various areas including but not limited to administrative law.
  • Where appropriate, determine a range of applications that present a high risk of alcohol and/or gambling related harm and/or complexity under the Liquor Control Reform Act 1998, Gambling Regulation Act 2003, Casino Control Act 1991, and other relevant legislation in accordance with legislative requirements and the VCGLR’s policies.
  • Consult with Government and non-Government agencies on legislative and policy proposals and negotiate with high level liquor and gaming industry stakeholders on related liquor and gaming licensing issues.
  • Formulate evidence-based policy options and manage the evaluation of policy projects that may include provision of advice to and consultation with key stakeholders on complex operational policy issues that have significant impact on the Licensing Division.
  • Manage activities to support the development of recommendations for policy development, policy implementation, development of legislation and regulations.
  • Negotiate agreed policy approaches with internal and external stakeholders.
  • Assist in the establishment and maintenance of corporate planning and evaluation programs for the VCGLR, to assist in achieving strategic outcomes and performance reporting requirement.
  • Manage and/or provide oversight to staff in the team.
