Randstad is seeking a highly experienced Program Manager to join one of our premier Government clients to oversee and implement a large financial transformation (Activity Based Management) they are currently undertaking. This is an important, senior role with high accountability in meeting deliverables within expected timeframes.

Key accountabilities:

  • Manage a broad range of stakeholders across the system and oversight related governance requirements.
  • Define the key steps for implementation of outcome budgeting, including understanding base expenditure budgets, financial and non-financial reporting, performance monitoring and forecasting.
  • Work across a whole of government framework in the achievement of State objectives and outcomes.
  • Oversight change and risk management across the business, related to implementation of an outcome budgeting approach.
  • Collaborate closely with the Project Manager FMT Implementation and ABM to ensure alignment with process design and reporting aspects of FMT implementation and to eliminate any gaps in the overarching objecting of FMT and outcome budgeting implications across the State.
  • Keep the Executive Director, ABM and Deputy Chief Finance Officer up to date on progress of the outcome budgeting transformation project, any risks and matters that require escalation.

Essential requirements:

  • Finance or accounting qualification relevant to the role with demonstrated work experience in finance at a senior level.
  • Financial management reporting experience.
  • Proven leadership skills and sound knowledge of change management fundamentals and principles.
  • Superior project management and organisational skills with experience across a similar sized project, including experience in leading and maintaining master project schedules.
  • High level information technology (IT) skills, preferably with knowledge of health IT systems.
  • Highly developed stakeholder management and communication skills, including liaison and negotiation skills, with the ability to successfully communicate complex and sensitive issues to stakeholders at varying levels.
