- Reporting to the Director: Enquiries, Inspections & Complaints Division, initiate and manage a project to implement changes to the Building Act 1993 that will affect inspection and related regulatory powers of the VBA, and introduce new governance and complaints-handling requirements in relation to exercise of some of these powers

- Draft and secure Steering Committee approval of Project Plan

- Manage project schedule and oversee cross-divisional activities to implement the relevant changes

- Draft and finalise for approval a significant portion of the project deliverables

- Meet fortnightly Program reporting requirements

- Draft and secure Steering Committee approval of Project Closure Report and Benefits Plan

- Responsible for project budget, invoicing and purchasing (as required)

- Assist in project planning to implement changes to the owner-builder certificate of consent regulatory framework

Required skills and experience:

- Project management experience, in a legislative reform context (not traditional IT project management)

- Experience drafting and managing project controls (eg project plans, highlight reporting, issues and risk registers, closure reports)

- Track record of successfully managing cross-divisional projects to budget, schedule and quality requirements

- Experience drafting operational manuals for exercise of entry, inspection, etc powers

- Operational policy/procedure background preferred, particularly in a regulatory environment

- Regulatory/building industry background advantageous
