QUALITY SPECIALIST- Contract position

Length of Contract: 12 months


JOB DESCRIPTION
The position requires monitoring of the processes, procedures, and documentation for a given project. The assignee to this position performs product audits for given construction projects within their regions. The assignee shall assist in the region‐specific contract review before it is routed to the Team Lead or Supervisor of Quality for review. The assignee will also assist with yearly specification revisions to ensure compliance with Company, Regulating codes, and Regulatory standards. The assignee is responsible for supporting and promoting quality management best practices and will receive guidance from the Team Lead or Supervisor. Additionally, the assignee is also required to be able to self-manage.

Duties May Include but are not Limited to the Following:

· Review construction records for regulatory and operational compliance

· Serve as a point of escalation for technical issues within the Engineering Quality Assurance department.

· Monitor project investigation for projects of issue from Operational Compliance.

· Update Construction SharePoint site with specification update notifications.

· Monitor and maintain operator qualification notifications and distributions.

· Analyze construction quality related data from a variety of sources including audit logs, nonconformance logs, contract review logs, audits conducted by PHMSA/NEB, and similar data.

· Conduct field product audits and may assist with field PHMSA/NEB document audits.

· Serve as a lead in Specialist of Construction Quality meetings.

· Assist with inspector training

· Assist with training new Specialists of Construction Quality

· Participate in quality alignment meetings as required

· Assist with the approval process for construction contracts at various stages of the contracting process.

· Develop and maintain documents related to processes, procedures, guidelines, handbooks, work instructions, and departmental presentations.

· Present CQM related information to audiences of diverse size and background.

· Serve as a Quality Management System (QMS) Power User as needed.

· Assist in reviewing Supply Chain “Vendor Data Documentation.”

· Work cross-functionally with technical groups (Operational Compliance, Administration Services, Pipeline Integrity, Metallurgical Services, Design (Pipeline/Compressor Station), and Supply Chain.

· Participate in construction compliance and construction administration process improvement initiatives as required.

· Serve as a good steward of company resources, interests, and demonstrate integrity and trust through words and actions.


REQUIRED JOB QUALIFICATIONS:

The position requires a minimum of three (3) years prior experience working in the pipeline or facility construction industry, and a thorough knowledge of applicable codes and standards to pipeline construction. Included in the three (3) years prior experience, a minimum of two (2) years of field construction experience is required. The position also requires a fundamental understanding of quality management principles as well as project management principles.

Previous Job Experience Requirements:
· Demonstrated experience working with as-builts

· Demonstrated experience working with field materials

· Demonstrated experience working with job closeouts/completion reports

· Logical and analytical problem solver, ability to troubleshoot issues and understand technical issues, and ability to demonstrate sound reasoning and judgment

· Must be highly motivated, show initiative/independence, and be driven to make important contributions

· Strong attention to detail

· Fundamental understanding of Microsoft Word, Excel, PowerPoint, Visio, SharePoint, and Adobe Acrobat Pro

· Fundamental familiarity with the process of writing SOPs, guidelines, and creating handbooks

· Fundamental understanding of the Company’s contract conformance process

· Fundamental understanding of the 6 Phase Project Lifecycle

· Knowledge of Governing Regulations

· Ability to manage diverse relationships, build effective teams, and seek conflict resolution in a professional manner

· Ability to travel as needed
