Responsibilities:

· Required to be a subject matter expert on procurement and contract administration activities dealing with complex, high value contracts for the centralized capital Project Procurement Section; this position will be dealing primarily with contracts related to Information Technology, Professional Services, Construction, specialized engineered equipment and revenue transit vehicles (e.g. subway trains, light rail vehicles and buses)

· Required to lead the deployment of negotiated Request for Proposals (RFP) for selected major procurement's

· Responsible for determining and understanding customer requirements and establishing the best approach to lead the coordination, preparation and management of procurement document packages by reviewing Terms of Reference, Scope of Services or Specifications in order to, identify and recommend most appropriate method of purchase

· Co-ordinates the bidding process to solicit competitive bids/proposals including preparation of public advertisements, determines the necessity for and co-ordinates and prepares the issuance of addenda

· Researches and gathers information provided by vendor community on possible solutions, best practices and market trends and communicate the information to all parties involved

· Develops evaluation criteria, weighting and submission requirements for use in evaluating and comparing submissions

· Co-ordinates and chairs all meetings with vendors and client groups including, kick-off meetings, debriefing meetings and pre-bid meetings or site tours for bidders/proponents and prepares and issues minutes of meetings

· Negotiates or chairs negotiations to establish acceptable pricing terms and conditions for contracts, contract changes and claims with contractors and other service providers, as well as co-ordinates support from other key stakeholders

· Interprets contracts and ensures compliance with contract terms and conditions and the scope of the work


Education & Experience

· Thorough knowledge of procurement, contracting principles, negotiated RFP process and practical experience of procurement processes, methods, and practices, including contract administration as well as accounting and scheduling principles

· Sound judgement; detail oriented; effective problem solving, organizational, interpersonal, oral and written communication skills

· Ability to co-ordinate the efforts of others to accomplish objectives

· Well-developed analytical skills, with the ability to multi-task and prioritize tasks in an effective manner

· Good negotiation skills and the ability to develop strategies, plan schedules and chair complex negotiations regarding commercial, legal and technical issues

· Proficient in the use of a personal computer and related software applications relevant to the work

· Knowledge of Trade agreements applicable to purchasing for the public sector

· Highly motivated professional with a passion for customer service to perform a wide range of complex procurement activities

· Ability to operate strategically, manage complex problems, employ interactive and effective communication, foster collaborative relationships, and coach and develop talent

· A University Degree or College Diploma in a related discipline, or a combination of education, training, and experience deemed to be equivalent.
