The purpose of the role is to deliver high quality legal services to Council, under the general guidance
and supervision of the General Counsel. This includes preparing advice and legal reviews across a range
of legal areas such as contract, property, commercial, insurance, procurement and others.
In addition to the provision and management of legal advice, the role assists in the development and
maintenance of knowledge management and compliance practices that contribute to the level of legal
knowledge and compliance across the organisation. This may include the development of precedents,
clauses databases, compliance programs, training and development.
The role also involves managing legal responses to regulatory projects and investigations, championing
ethical conduct and practices, building partnerships and working collaboratively in a high performing,
excellence focused team.
Key Position Outcomes
- Deliver high quality legal services in a timely manner, including initiating and providing strategic legal advice, legal risk management and legal
project management services
- Act independently and autonomously, including the provision of basic to medium complexity legal advice without review
- Manage a significant case load, including managing own workflow and timeframes to ensure Council’s objectives are met
- Draft, develop, review and negotiate agreements, tenders and other contracts in line with Council’s Procurement Policy and Council’s strategic objectives
- Manage multiple work streams and produce high quality work within tight deadlines, whilst proactively providing community centric solutions
- Provide advice concerning Council’s responsibilities in relation to the Freedom of Information Act, information privacy and protected disclosures
- Work closely with Council’s Insurance Officer, including providing legal advice on Council’s liability in complex claims
- Develop and maintain an engagement or ‘briefing’ model with Council’s external legal providers and other outsourced legal service providers
- Instruct external legal providers in relation to litigation involving Council
- Continually contribute to improvement of work systems, processes and planning systems within the Legal Team and across the broader organisation with respect to legal and regulatory matters
- Assist Council with building and maintaining a comprehensive legal knowledge base and understanding of legal issues relevant to local councils
- Compile and distribute regular information updates on legal issues relevant to Council
- Assist with ad hoc education of staff in relation to relevant statutory obligations
- Act consistently with professional obligations to the court and the administration of justice, and deliver legal services competently, diligently, and in a timely manner, as set out in the Legal Profession Uniform Law Australian Solicitors’ Conduct Rules 2015
