About the Opportunity:
The Senior Solicitor – Regulatory provides timely and practical legal advice to ESV, directed by the Legal Manager. This includes reviewing legislation, coordinating infringement activities, and collaborating with technical specialists to evaluate energy safety cases from regulated entities. The role ensures the legal compliance and appropriateness of submissions within the regulatory framework.
About the Team:
The Legal and Procurement Department is part of the Legal, Governance and Regulatory Policy Division, which supports Energy Safe Victoria to deliver its strategies to ensure that energy is safe for all Victorians and our environment.
Responsibilities of the Role:
... - Legal Review and Drafting: Contribute to or manage the legal aspects of reviewing and drafting ESV legislation, including acts, regulations, orders in council, and codes of practice.
- Legal Advice: Provide authoritative legal advice on regulatory matters to senior management, working parties, ESV staff, and committees, covering safety cases, energy safety laws, regulatory powers, industry guidance, and standards interpretation.
- External Engagement: Brief external law firms and Counsel on specific legal issues, prepare briefing documents, lead conferences, and ensure internal stakeholders are informed of legal advice.
- Regulatory Support: Support regulatory projects by coordinating stakeholders, drafting strategic plans, updating KPIs, and contributing to guidelines, training, and communication for new legislation, regulations, and codes of practice.
- Compliance and Stakeholder Management: Contribute to policy and strategy development, manage infringement notice processing and reporting, liaise with ESV leaders, regulated entities, and other regulators, and ensure legal reporting and ethical standards compliance.
Requirements:
- Relevant tertiary qualifications in Law and admitted to practice as an Australian Lawyer, hold or be eligible to hold a current Practising Certificate in Victoria.
- Australian citizen; Australian permanent resident; or a New Zealand citizen with a valid passport.
- Current drivers licence
- Strong regulatory law background, ideally with experience in both in-house roles and at regulatory agencies or law firms.
- Exceptional written and verbal communication skills, capable of conveying complex legal advice clearly and effectively.
- Proficient interpersonal skills enabling effective collaboration within multi-disciplinary teams and with diverse stakeholders.
- Advanced analytical and problem-solving abilities to provide authoritative advice on legislation, coupled with demonstrated capability in managing multiple tasks, planning, and executing projects with minimal supervision.
