Responsibilities
Development Team Oversight:
• Overseeing Java development on AWS, Mulesoft ESB and Smile CDR platforms.
• Leading Provider & Service Information Management (PSIM) and RD development and collaborations with the other teams in all phases of the development lifecycle.
• Aligning the development team with overall project timelines; overseeing resource allocation and ensuring dev team deliverables are met.
• Assessing skill sets within the team and assigning tasks accordingly.
• Contributing to the design of software architectures for the project.
• Troubleshooting and providing solutions for technical challenges.
• Identifying best practices, including FHIR, security and privacy best practices, and communicating these to the development team, and implementing these practices into the design and build.
• Identifying areas of improvement in processes, tools, or workflows and implementing necessary changes.
• Effectively communicating technical concepts to both technical and non-technical stakeholders, including FHIR concepts.
• Ensure code developed includes sufficient test coverage and meets testing standards
• Providing detailed application and code expertise for the development, testing, business teams.
• Conducting code reviews to ensure quality, performance, adherence to coding standards, security best practices, and alignment with pan-Canadian FHIR standards.
Development:
• Designing, developing, and maintaining Java (minimum Java 8), and integrations
• Development and architecture using Java, AWS, DevOps
• Maintaining documentation on JIRA, Confluence, and GitHub
Qualifications
• Minimum of 3 years' experience working as a Development Lead, with a preference for those with extensive leadership experience in health integration.
• At least 10 years of experience as a developer with strong expertise in Java, particularly Java 8.
• Bachelor’s degree in computer engineering, computer science, or equivalent.
Technical Skills:
• Proficiency in Java and familiarity with microservice architectures and container systems.
• Experience with Enterprise Service Bus (ESB) platforms, with a preference for those experienced with MuleSoft ESB.
• Demonstrated experience managing CI/CD pipelines and continuous deployment environments using tools such as Git, GitHub Actions, and AWS Code Pipeline.
• Strong understanding of AWS services, particularly those relevant to serverless architectures and API management (e.g., AWS Lambda, API Gateway).
• Experience in implementing and maintaining APIs, particularly with REST and FHIR protocols.
• Experience with Smile CDR or similar repositories and interoperability frameworks.
Healthcare IT Specific:
• Experience with healthcare e-Delivery solutions, Health Information Exchange (HIE), Clinical Information Systems (CIS), Laboratory Information Systems (LIS), Electronic Health Records (EHR), and community-based EMR systems.
• Familiarity with Provider Location Registry (PLR) and Enterprise Master Patient Index (EMPI) or Master Data Management (MDM) systems.
• Understanding of pan-Canadian FHIR standards, Smart on FHIR, and OAuth 2.0.
• Familiarity with legacy HL7 and IHE (Integrating the Healthcare Enterprise) standards and frameworks.
• Familiarity with Canadian healthcare sector regulations and data privacy standards.
Preferred Skills:
• Familiarity with container orchestration technologies, specifically Kubernetes.
• Familiarity with Infrastructure as Code, using tools such as AWS CloudFormation.
• Solid experience with web technologies and secure software development practices.
• Strong API development skills and experience working with third-party back-end APIs.
Soft Skills:
