Key Responsibilities
1. Safety Planning & Policy Implementation
Develop, review, and implement the Project Safety Management Plan (PSMP) specific to Railway Telecommunication works.
Establish HSE objectives, KPIs, and inspection schedules for OFC trenching, HDD, tower erection, shelter installation, and cabling works.
Prepare and enforce Job Safety Analysis (JSA) and Method Statements (MOS) for telecom-specific activities.
Coordinate with Railway Safety Directorate / Client Safety Cell to align with approved site safety procedures.
2. Risk Assessment & Hazard Control
Conduct Hazard Identification and Risk Assessment (HIRA) for all telecom work fronts — especially trenching near tracks, live lines, or stations.
Identify and mitigate risks associated with OFC cable laying, HDD crossing, manhole entry, tower climbing, and electrical works.
Review design documents to verify safety compliance in layout, grounding, and power systems.
Evaluate emergency response preparedness (fire, electrical hazard, trench collapse, cable cut, etc.).
Maintain a risk register and track implementation of corrective actions.
3. Safety Audit & Inspection
Carry out regular site safety audits covering manpower safety, PPE usage, traffic management, and permit systems.
Audit telecom shelters, joint chambers, and tower sites for physical and electrical safety compliance.
Review and approve contractor safety plans and training records.
Report non-compliances and recommend preventive/corrective measures.
Support client in Safety Audit Reports (SAR) submission to RDSO / IRCON / RailTel / DFCCIL.
4. Training & Capacity Building
Conduct toolbox talks, induction, and periodic safety awareness programs for all telecom and civil subcontractors.
Prepare and distribute Safety Manuals and SOPs specific to telecom works (OFC, Power, Earthing, Tower, O&M).
Train teams in confined space safety, electrical isolation, work at height, and first aid.
Develop safety competency checklists and evaluation reports.
5. Compliance & Reporting
Ensure compliance with:
Railway Safety Codes & Manuals
RDSO / Railway Board safety circulars
Factories Act, IE Rules, and local statutory safety norms
ISO 45001:2018 (Occupational Health & Safety Management System)
Prepare and submit weekly and monthly HSE performance reports to the client and management.
Maintain accident/incident registers and lead root cause analysis (RCA) for all safety incidents.
Ensure all telecom designs and works include safety signage, earthing, lightning protection, and isolation protocols.
