Randstad Holding nv announces that Fred van Haasteren, executive vice-president Social & General Affairs, has been appointed President of Ciett, the International Confederation of Private Employment Agencies.

Fred van Haasteren has an impressive track record in the HR services industry, in the Netherlands as well as abroad. After joining Randstad in 1982, he was responsible for the development of Randstad's own HR policy, and he was one of the architects of the Dutch Flexsecurity agreement in 1996. Van Haasteren has served on the Ciett Board for over 20 years and, since 2008, as Vice-President. Furthermore, he was President of Eurociett (the European Confederation of Private Employment Agencies) from 1990 to 2005. Over the years he has been instrumental in further establishing the role of agency work.



Randstad feels that investing in strong industry federations, on a national, regional and global level, is of great importance to the future development of the HR services industry.

Van Haasteren has set the following key goals for his Ciett presidency:

  • Implementing the "4 freedoms" in the private employment industry: the freedom to establish, to operate, to contract, and to negotiate;
  • Review and remove unjustified restrictions on agency work and call for appropriate regulation for the industry by, among others, promoting more ratifications of ILO Convention 181;
  • Continue to invest in social dialogue and sound industrial relations;
  • Expanding the membership base and invest in capacity building of the Ciett members.
