Key Role Responsibilities
This role is focused on identifying core capability development needs and solutions, and on designing leadership programs for emerging and senior leaders. The department’s human capital plan includes the following actions as part of its learning & development strategies:
- Review the adequacy and availability of learning and development in core capabilities such as health economics, costing, data science, classification and policy development, and project management. If core capability development is assessed as inadequate or unavailable, provide relevant online learning resources, develop training programs and/or design on-the-job development opportunities to build these capabilities.
- Design and implement a leadership development program with two tiers: Senior management (EL2 - SES1) and Emerging leaders (APS6 - EL1). These development programs could be supplemented by coaching, mentoring and related initiatives.

Qualifications & Experience:
- Bachelor’s degree or higher qualification in a relevant discipline (or equivalent professional experience).
- Broad and deep knowledge of learning & development theory and practice.
- Extensive experience in training needs analysis and the design of L&D programs.
