The client is seeking a dynamic HR Manager to lead regional HR operations with a primary focus on vendor management and labor law compliance. Based in Kuala Lumpur, this role involves overseeing HR activities across multiple APAC markets to ensure seamless talent acquisition and employee relations. The position requires a numbers-sensitive mindset to analyze HR metrics, forecast trends, and mitigate risks within a fast-paced telecommunications environment.
Key responsibilities include:
Regional Vendor Management: Overseeing relationships with external HR partners in the Philippines, Myanmar, Hong Kong, Taiwan, and Singapore to ensure performance SLAs and cost-effective service delivery.
Compliance & Strategy: Ensuring strict adherence to local labor regulations in Malaysia, Singapore, Hong Kong, and the Philippines while developing tailored HR policies for talent mobility and performance management.
Data Analytics: Utilizing advanced Excel skills to analyze recruitment ROI, turnover rates, and vendor KPIs to drive data-informed decisions for senior leadership.
Budget Management: Monitoring HR budgets with high numerical accuracy to identify efficiencies in operational costs and vendor spend.
Talent Development: Leading end-to-end recruitment for regional roles and designing training programs for emerging technologies like 5G.
Requirements:
A Bachelor’s degree in Human Resources, Business Administration, or a related field.
A minimum of 7–10 years of HR experience, with at least 4 years in a regional APAC role.
Proven expertise in labor laws across Singapore, Hong Kong, the Philippines, and Malaysia.
Advanced proficiency in Microsoft Excel for data forecasting and reporting.
Ability to travel regionally between 20% and 30%.
Mandarin proficiency is a MUST to communicate with stakeholders in Taiwan and Hong Kong.
