Role : Project Manager – S&T (Signal & Telecommunication)
Purpose : To lead and manage all aspects of Railway S&T and Telecommunication projects, including planning,
execution, coordination, quality assurance, and handover — ensuring timely completion, adherence to RDSO and

1. Project Planning & Execution Plan, schedule, and monitor end-to-end execution of S&T and Telecom works — including OFC laying,
equipment installation, signaling integration, and testing.
Develop Project Execution Plans, work breakdown structures (WBS), and resource allocation charts.
Ensure all works (Civil, S&T, Electrical) are coordinated as per approved design and technical specifications.
Manage multiple site teams (Engineers, Supervisors, Contractors) for on-time delivery of milestones.
2. Technical & Contractual Management
Ensure execution in compliance with Railway/RDSO/BSNL telecom standards (RDSO/SPN/TC/55, 68, 80, etc.).
Review and approve technical drawings, cable routes, and design modifications.
Handle contractual obligations, scope changes, and variation statements.
Review and validate joint measurement records, work bills, and material reconciliation.
3. Coordination & Communication
Liaise with Railway S&T officials, RailTel, and other stakeholders for joint inspections, permissions, and
approvals.
Coordinate with procurement, logistics, and design teams for material and equipment supply.
Conduct progress review meetings with client and internal management.
Prepare weekly/monthly project reports, DPRs, and management presentations.
4. Quality, Safety & Compliance
Ensure adherence to quality control norms, testing standards, and inspection protocols.
Oversee OTDR testing, link loss validation, and commissioning activities.
Implement safety management plans and site discipline in accordance with Railway safety rules.
Ensure compliance with ISO / OHSAS / QMS requirements for documentation and reporting.
5. Financial & Resource Control
Track project budgets, expenditures, and material consumption.
Control resource deployment to optimize cost and efficiency.
Support project billing, client invoicing, and certification.
Monitor cash flow and profitability of the assigned project section.
6. Team Leadership & Mentoring
Lead, motivate, and manage a team of Assistant Engineers, Site Engineers, and Supervisors.
Conduct toolbox meetings, technical guidance sessions, and on-site training.
Evaluate team performance and enforce accountability for safety and quality.
7. Project Handover & Documentation
Oversee testing, commissioning, and acceptance of S&T and telecom systems.
Ensure submission of As-Built drawings, test reports, and handover documents.
Support client acceptance testing (FAT/SAT) and close-out documentation.
