Role : Project Head
Purpose : To lead and manage the end-to-end execution of Railway Telecommunication projects — covering Tower, Optical Fiber Cable (OFC) networks, signaling interfaces, telecom systems, and associated civil works — ensuring delivery within time, cost, and quality parameters, and maintaining full compliance with Railway and RDSO standards.
1. Strategic Project Leadership
- Take full ownership of project planning, execution, monitoring, and delivery for Railway S&T and OFC projects.
- Define project objectives, schedules, budgets, and key deliverables in coordination with senior management and clients.
- Lead multiple project teams (civil, telecom, signaling, electrical) across zones or divisions.
- Drive overall execution strategy, resource planning, and productivity improvement.
2. Technical Oversight & Quality Assurance
- Ensure all works comply with Indian Railways, RDSO, and MORTH specifications (RDSO/SPN/TC/55, 66, 68, 80, etc.).
- Approve technical drawings, designs, and construction methodologies.
- Oversee installation, integration, and testing of SDH/IP-MPLS, OFC, and telecom systems.
- Ensure quality control, acceptance testing, and documentation (OTDR, link loss, chamber quality, HDD profiles).
- Review and sign off on As-Built drawings, design revisions, and technical reports.
3. Client & Stakeholder Management
- Act as the single point of contact with Railway S&T, Construction, and Electrical departments, as well as PSUs like RailTel and IRCON.
- Represent the company in project review meetings, inspections, and approvals.
- Manage client expectations, contractual communications, and project correspondence.
- Coordinate with vendors, OEMs, and consultants for design, procurement, and commissioning.
4. Financial & Contract Management
- Prepare and monitor project budgets, forecasts, and cost control plans.
- Ensure adherence to contractual terms, change management, and billing schedules.
- Approve work progress, joint measurement records, and client bills.
- Control project profitability through cost optimization and risk mitigation.
- Monitor material procurement, inventory, and subcontractor billing.
5. Risk Management & Compliance
- Identify and mitigate project risks — technical, commercial, environmental, or safety-related.
- Ensure compliance with Railway safety regulations, RDSO quality norms, and statutory guidelines.
- Oversee implementation of QMS, EMS, and OHSAS standards across project sites.
- Conduct periodic internal audits and ensure closeout of non-conformities.
6. Leadership & Team Development
- Lead and mentor a multidisciplinary team of Project Managers, Engineers, and Supervisors.
- Build and nurture a high-performance culture with clear accountability and reporting structure.
- Conduct technical reviews, performance appraisals, and skill development sessions.
