Clearance: Must be able to pass a Provincial Police Clearance process
Rate: $50.77-$55/hr

Responsibilities
Program Governance: Own the overall planning, scheduling, and delivery governance across the full project engagement lifecycle.
Team Leadership: Provide day-to-day direction to two Project Coordinators and coordinate closely with Senior Network Leads to align technical timelines.
Financial & Scope Management: Manage project scope, budget tracking, and change control processes in alignment with contractual obligations.
Stakeholder Engagement: Chair and facilitate steering committee updates, project status meetings, and executive stakeholder reviews.
Risk & Issue Management: Proactively maintain risk registers and decision logs; identify technical or resourcing risks and provide clear mitigation strategies.
Artifact Production: Develop and maintain core program documentation, including detailed project plans, status reports, and lessons learned.
Operational Excellence: Submit accurate weekly timesheets and ensure all technical deployment phases are synchronized with overall program milestones.
Qualifications
Experience: Minimum of 7 years of IT project or program management experience at the enterprise level.
Domain Expertise: Demonstrated experience delivering infrastructure or network-related projects in complex organizational environments.
Certification: PMP certification or equivalent project management credential.
Methodology: Strong proficiency with both Agile and Waterfall (or hybrid) project management methodologies and tools.
Communication: Exceptional written and verbal communication skills; ability to present technical data to executive audiences clearly.
Location: Must be based in Winnipeg, MB, with a valid driver’s license and reliable vehicle for occasional provincial site visits.
Preferred Qualifications
Previous experience managing programs within the government or health sector environments.
Familiarity with public sector procurement, crown corporation operating models, or formal governance frameworks.
Experience working within managed services or multi-vendor delivery environments.
