Job Title: Quality Assurance Engineer – Civil (Railway Telecommunication Project)
Department: Quality Assurance / Construction Management
Location: Project Site / Regional QA Office – West Bengal, Jharkhand & Odisha.
Reporting To: Quality Manager / Project Manager / Client QA Head
Associated Departments: Civil, S&T, Telecommunication, Safety
Job Purpose
To ensure that all civil works associated with Railway Telecommunication infrastructure (like OFC trenching, ducting, manholes, shelters, towers, and foundations) are executed as per approved drawings, RDSO specifications, and quality standards through systematic inspection, testing, and documentation.
Key Responsibilities
1. Quality Planning & Documentation
- Prepare and implement the Quality Assurance Plan (QAP) for civil works under Railway Telecom projects.
- Review and verify Inspection Test Plans (ITPs), Method Statements, and Checklists for all civil activities.
- Maintain and update quality records, test reports, and non-conformance logs as per ISO 9001 or client QA systems.
- Coordinate with the Design, Execution, and Client QA teams to ensure adherence to the approved construction standards.
2. Material Inspection & Testing
- Inspect and approve all incoming construction materials (cement, aggregates, steel, sand, ducts, RCC chambers, etc.) for compliance with IS / RDSO standards.
- Witness and document laboratory and field tests such as cube strength, compaction, soil bearing capacity, slump test, etc.
- Ensure that materials used in OFC duct installation, joint chambers, tower foundations, and cable protection conform to approved specifications.
- Coordinate with third-party testing agencies for concrete and soil testing as per QA procedures.
3. Site Supervision & Quality Monitoring
- Conduct routine inspections of civil works such as:
- Trenching and backfilling for OFC routes
- HDD entry/exit pit construction and reinstatement
- RCC chamber casting and finishing
- Telecom shelter foundation and building works
- Tower and pole foundation concreting and curing
- Chemical / GI earthing installation
- Verify construction alignment and dimensions as per approved GADs and AFC drawings.
- Ensure that compaction levels, concrete mix ratios, curing, and finishing meet Railway QA standards.
- Monitor workmanship and adherence to approved construction procedures.
4. Quality Assurance & Audit
- Implement the QA/QC system as per the contract and RDSO / Railway guidelines.
- Conduct internal quality audits and participate in joint inspections with the client (RailTel, IRCON, DFCCIL, RITES, or Zonal Railway).
- Record Non-Conformity Reports (NCRs) and follow up on Corrective and Preventive Actions (CAPA).
- Support client audits and ensure timely closure of audit observations.
- Maintain updated site quality registers including concrete pour records, test logs, and inspection approvals.
5. Coordination & Interface Management
- Liaise with Design Engineers, Site In-Charges, and Telecommunication teams to resolve civil-related quality issues.
- Interface with Safety Engineers to ensure all civil works are performed under safe conditions.
- Communicate with vendors and contractors to ensure proper implementation of QA procedures.
- Support proof consultants and client inspectors during site visits and design compliance checks.
6. Compliance & Standards
- Ensure that all civil works comply with:
- RDSO / Railway Board standards and specifications
- IS / IRC / ASTM codes for civil materials and construction
- Project Technical Specifications and Approved Drawings
- ISO 9001:2015 Quality Management System requirements
- Maintain and update the Material Approval Register and Calibration Records for testing equipment.
7. Reporting & Documentation
- Prepare and submit Daily Quality Inspection Reports (DQIR) and Weekly Quality Summaries.
- Maintain photographic documentation for each stage of civil activity.
- Compile monthly QA progress reports showing test status, compliance metrics, and NCR closure.
- Contribute to Final Quality Dossier / As-Built Documentation for project handover.
Qualification & Experience
Educational Qualification:
- B.E. / B.Tech / Diploma in Civil Engineering
- Additional training in Quality Assurance / Construction Management preferred
Experience Required:
- 10–12 years of experience in Railway / Metro / OFC / Telecommunication infrastructure projects, including:
- Minimum 3 years in a dedicated QA/QC civil role
- Familiarity with RDSO / RailTel / IRCON / DFCCIL quality systems
Technical Skills
- Thorough understanding of civil works in telecom infrastructure (OFC ducting, chambers, foundations, shelters).
- Knowledge of RDSO civil specifications for cable routes and equipment foundations.
- Hands-on experience with material testing, site inspection, and documentation.
- Proficiency in AutoCAD, MS Excel, Word, and QA reporting templates.
- Familiarity with IS codes (e.g., IS 456, IS 383, IS 10262, IS 2720, IS 516).
