Key Responsibilities
Pre-Bid & Bid Preparation
Analyze RFQs/RFPs, tender documents, technical specifications, BoQs, and commercial terms.
Lead bid preparation: bid plan, timelines, roles, and deliverables; ensure compliance with tender requirements.
Coordinate with Engineering to validate route surveys, tower types, conductor specs, foundations, stringing

methodologies, and construction sequences.
Develop costing models covering materials, logistics, construction, testing, commissioning, overheads, contingencies, risk
allowances, and price escalation indices.
Costing & Supplier Engagement
Prepare detailed cost sheets (direct/indirect costs) and cash flow projections aligned with payment milestones.
Drive interaction with suppliers/subcontractors for towers, conductors, OPGW, insulators, hardware, foundations,
Erection, Stringing, and negotiate techno-commercial terms to secure competitive quotes.
Maintain and update price databases for steel, copper, aluminum, cement, diesel, and critical inputs; track market indices.
Commercial Strategy & Financial Bid
Build financial bids: Costing, pricing structure, taxes/duties, price adjustment formulas, exception lists, and deviations.
Conduct margin and risk analysis; recommend bid price and walk-away thresholds.
Liaise with Finance for bonding, bank guarantees, LC terms, hedging, and working capital requirements.
Proposals & Documentation
Draft project proposals: Executive Summary, Project Plan, Methodology, Resources/Manpower, QA/QC, HSE, risk register,
and mitigation plans.
Prepare AMCs/O&M options, alternative proposals (value engineering), and clarifications.
Coordinate post-bid clarifications: technical/commercial queries, compliance matrices, addenda responses, and
negotiation meeting notes.
Client & Market Development
Build and sustain relationships with new clients (utilities, PSUs, private developers, international buyers) to expand
business opportunities.
Track pipeline (domestic & export), competitor intelligence, and positioning strategies.
Represent the company in pre-bid meetings, site visits, and negotiations with clients.
Governance & Handover
Ensure internal approvals (bid/no-bid, price approval, risk sign-off) are completed.
Formal handover to Project Execution teams with cost baselines, assumptions, and risk registers.
Maintain audit-ready documentation and version control.InternalInternal
Experience & Education Qualifications & Experience
Education: B.E./B.Tech in Electrical/Civil/Mechanical; MBA (Operations/Finance) preferred.
Experience: 15+ years in Transmission Line EPC estimation/bid management.
Proven track in bids for 220kV–765kV transmission lines (domestic PSU—PGCIL/State utilities—and/or international).
Strong supplier network in towers, conductors, insulators, OPGW, hardware; familiarity with logistics and ROW
challenges.
