Responsibilities
Discovery & Requirements Elicitation: Lead early-stage discovery sessions with executive leadership and clinical partners. Translate high-level direction into tangible artifacts such as Problem Statements, Business Needs Assessments, and Concept Papers.
Business Architecture: Apply architecture methodologies to map business capabilities, service models, and customer journeys. Identify gaps, overlaps, and risks across various system-wide initiatives.
Requirements Management: Develop and maintain formal Business Requirements Documents (BRDs) and progress work from early-stage concepts to implementation-ready specifications.
Content Governance: Act as the CMS business coordinator for Health811. Review and audit vendor-developed public content (Spotlight articles, IVR messaging, etc.) to ensure accuracy, quality, and alignment with Ministry standards.
Executive Support: Author and coordinate high-quality briefing notes, executive presentations, and decision-support materials. Facilitate discussions with senior partners to drive program approvals.
Service Design & UX: Ensure all requirements and public-facing digital content incorporate customer experience (CX) and user experience (UX) principles to ensure accessibility and clarity for the public.
Reporting & Compliance: Respond to ad-hoc Ministry reporting requests and ensure all digital health initiatives adhere to PHIPA and privacy requirements.
Qualifications
Experience: 10+ years of business analysis experience within complex, multi-stakeholder public sector environments.
Upstream Analysis: Proven expertise in producing "pre-BRD" artifacts, including options analyses, business cases, and discovery summaries based on executive-level input.
Business Architecture: Strong capabilities in capability mapping, service modeling, and process flow design.
Digital Content Governance: Demonstrated experience reviewing and governing public-facing digital content or service materials (CMS coordination experience is a major asset).
Stakeholder Management: Expert-level ability to collaborate with clinical, technical, communications, and Ministry of Health stakeholders.
Privacy Knowledge: Deep understanding of PHIPA requirements as they apply to digital health and patient data.
Communication: Exceptional writing skills for crafting briefing notes and narratives that synthesize complex information for executive audiences.
Desired Skills
Experience in digital health "Front Door" initiatives or service design.
Experience in large-scale health system transformation.
Familiarity with communications planning and public-facing content timelines.
