Responsibilities
Strategic Leadership: Provide oversight on high-profile, high-risk I&IT initiatives, ensuring deliverables are met within time, scope, and budget.
Project Governance: Lead organizational strategy and business planning, ensuring strict adherence to project management frameworks and Industry standards.
Execution & Scheduling: Develop and maintain detailed project schedules, integrated plans, and project backlogs using Agile/Scrum methodologies.
Resource Management: Source and onboard team members (OPS and consultants), clarify roles, set performance expectations, and resolve interpersonal conflicts to maintain team cohesion.
Financial Oversight: Develop complex project budgets, manage financial forecasts, and ensure fiscal control and accountability through consistent reconciliation of actuals.
Stakeholder Engagement: Facilitate steering committees and stakeholder forums, prioritizing risks and issues for senior executive decision-makers.
Change Management: Implement strategies to overcome resistance and capitalize on change during all project stages, from concept to close-out.
Process Improvement: Promote best practices for quality control and I&IT resource management, ensuring all projects align with Accessibility for Ontarians with Disabilities Act (AODA) standards.
Qualifications
Experience: 10+ years of demonstrated hands-on Project Management experience managing large-scale application development projects.
Agile Proficiency: 7+ years of experience managing projects using Agile, Iterative, and Scrum methodologies, including managing backlogs and in-progress tasks.
Domain Expertise: 3+ years of experience with complex public-facing vital events initiatives.
Technical Management: 5+ years of experience managing technical resources for solution development (design, coding, configuration), data migration, testing, and platform upgrades.
Stakeholder & Budget Leadership: Proven ability to manage multi-year, multi-million dollar budgets and influence stakeholders at the executive level.
Tools & Documentation: Proficiency in Microsoft Office (Visio, Project, PowerPoint, Word, Teams) and collaboration tools such as Jira, Trello, or Kanban boards.
Technical Knowledge: Strong understanding of end-to-end electronic solutions, Oracle environments, and Public Sector ITIL processes.
Education & Certification: Knowledge of PMI’s Project Management Body of Knowledge (PMBOK) is highly desirable.
